Adelaide CBD introduces new Liquor Accord to address alcohol-related issues

A new initiative aimed at addressing anti-social behaviour linked to takeaway alcohol in Adelaide’s CBD has been launched, marking a significant collaboration between local bottle shops, South Australia Police, the City of Adelaide, and the state’s liquor licensing authority.

The Adelaide CBD Liquor Accord is the first of its kind to be implemented under provisions introduced in 2019. It underscores the commitment of all involved parties to ensuring the CBD remains a safe, vibrant, and enjoyable destination for residents, workers, and visitors alike.

Under the terms of the Accord, licensees have agreed to impose restrictions on certain types of alcohol available for takeaway. Specifically, the sale of four and five-litre casks of wine, as well as any casks of fortified wine, will no longer be permitted. Additionally, the sale of two-litre wine casks will be limited to one cask per person, per day.

The initiative is part of a broader strategy to curb the effects of anti-social behaviour associated with high-volume alcohol consumption in the city centre. Licensees and stakeholders will meet regularly to assess the impact of these measures, review their effectiveness, and determine if further actions are required.

“The Adelaide CBD Liquor Accord is an important step towards making the city a safer and more enjoyable place for all,” said Michael Waters, CEO of Retail Drinks Australia. “Retail Drinks has been a key part of the Accord and its previous iterations over the past 12 months, which has resolved to implement restrictions on the sale of cask wine among CBD-based licensees.”

Through its involvement, Retail Drinks has worked alongside other stakeholders to discuss and implement measures aimed at reducing anti-social behaviour.

“We welcome the Accord’s commitment to monitor the restrictions placed on cask wine sales to determine their effectiveness and whether they should remain in place. We will continue to provide feedback on behalf of industry to the Accord in conjunction with other members at future meetings.”

The Accord is a voluntary agreement, approved by the Liquor and Gambling Commissioner, and is supported by both the Commissioner of Police and the City of Adelaide.

By bringing together liquor retailers, local authorities, and police, the Accord aims to foster a collaborative approach to reducing alcohol-related harm and improving the overall safety and liveability of Adelaide’s CBD.

This new partnership reflects ongoing efforts to balance responsible alcohol consumption with a thriving, welcoming urban environment. The parties involved are committed to continuing to assess and refine their strategies to ensure long-term positive outcomes for the community.

Key Measures Under the Adelaide CBD Liquor Accord:
